Cost Estimators - Airport Projects

Position Summary
Blue Stone Management is seeking experienced Cost Estimators at multiple levels (II through V) to support large-scale, multi-phase capital improvement programs in aviation, civic infrastructure, and educational facility construction. These roles involve preparing, reviewing, and reconciling detailed cost estimates throughout the project lifecycle—from planning and design through construction and closeout.
Ideal candidates are collaborative, highly organized professionals who thrive in complex, deadline-driven environments and are confident leading estimate development, change order reviews, and negotiations.
Responsibilities Include (Across All Levels):
Prepare and review independent cost estimates and final engineer’s estimates
Analyze drawings, scope documents, and phasing plans to develop comprehensive labor, materials, and equipment costs
Conduct constructability reviews and assist in establishing credible project budgets
Reconcile cost estimates with third-party submissions and lead or support collaborative reconciliation meetings
Review and validate contractor proposals, labor rates, quantities, and mark-ups
Perform bid and change order analysis, documenting and negotiating fair and reasonable pricing
Support change management by developing cost breakdowns for scope changes, addenda, or claims
Assist in estimate presentations to stakeholders and project executives
Review material take-offs and develop cost component breakdowns for systems and subsystems
Research and apply historical cost data, RSMeans, Blue Book, or other industry benchmarks
Contribute to the development of Prolog-based cost reports, trends, and forecasts
Attend project meetings and provide financial support documentation to project managers
Qualifications:
Qualifications will scale with the level of the position.
Education:
Bachelor's degree in Construction Management, Engineering, or related field required
Advanced degrees or certifications (e.g., CPE, CCP) preferred for senior levels
Experience:
Level I: 0–2 years of relevant experience
Level II: 3–5 years of estimating experience on construction projects
Level III: 6–10 years of experience with a focus on large-scale infrastructure projects
Level IV: 10+ years of experience, including leadership roles in estimating
Skills:
Proficiency in Microsoft Office Suite; experience with estimating software (e.g., Prolog, Bluebeam)
Strong analytical and mathematical skills
Excellent communication and negotiation abilities
Ability to work collaboratively in a team environment
Additional Information:
Schedule: Hybrid work model available – on-site Tuesday–Thursday, remote Monday and Friday
Tools: Proficiency in Microsoft Office Suite, Bluebeam, On-Screen Takeoff; knowledge of Prolog or similar PMIS preferred
