Cost Engineer - Airport Projects

Position Summary
Blue Stone Management is seeking a detail-oriented and analytical Cost Engineer to support complex, multi-phase capital projects in the aviation and public infrastructure sectors. Reporting to the Project Controls Manager, this role is responsible for monitoring project budgets, tracking expenditures, and providing accurate forecasting and reporting throughout the project lifecycle.
The ideal candidate has hands-on experience with cost management systems, excels in reconciling financial data, and is confident supporting project managers with timely and transparent cost insights.
Responsibilities Include:
Monitor and analyze project budgets, commitments, and expenditures across capital programs
Review contractor and consultant invoices; prepare job costing reports to ensure proper allocation to WBS structures
Perform cost-to-complete and forecast-at-completion analysis, factoring in staffing plans, contracts, and trends
Support monthly progress reporting and create briefing materials for senior stakeholders
Attend project meetings and present current budget status, trend logs, and forecast changes
Reconcile bid award and change order values against current budgets
Support the creation and tracking of task orders, ensuring sufficient budget and contract capacity
Update and maintain contract commitments, actuals, and trends within project management systems
Facilitate budget transfers and support project closeout procedures
Assist in preparing journal vouchers and financial documentation as required
Qualifications:
Bachelor’s degree in Construction Management, Engineering, or a related field
5+ years of cost engineering experience on construction or infrastructure projects, preferably within aviation or public capital programs
Demonstrated ability to manage and report on complex cost structures across large-scale initiatives
Familiarity with project delivery methods including Design-Bid-Build, CMAR, and Design-Build
Strong working knowledge of project controls software (Prolog preferred) and MS Office Suite
Ability to communicate clearly with technical and non-technical stakeholders
Self-motivated, team-oriented, and results-driven
Certifications:
Certified Cost Engineer (CCE) or Certified Cost Professional (CCP) required.
Additional Info:
Schedule: Hybrid work model – on-site Tuesday through Thursday, remote Monday and Friday (subject to program policy)
Physical: Must be able to participate in project site meetings as needed
